Vietnam is shaping a UAV strategy as Hanoi explores the low-altitude economy.

The move signals a broader push to treat unmanned aircraft as part of the country’s emerging digital infrastructure, not only as tools for imaging or technical trials. For Hanoi, low-altitude airspace could support new digital services, including urban observation, infrastructure monitoring and technology applications linked to tourism and heritage.

The central issue is how to bring drones into regular use safely and under clear oversight. A national UAV strategy would need to align airspace management, technical standards, data governance, security requirements and operator accountability if the sector is to move beyond fragmented use.

Hanoi offers a significant test case. The capital is a major administrative, economic and cultural center, with dense urban infrastructure and a large concentration of heritage assets that could benefit from digital innovation, while also requiring strict controls on flight approval, monitoring and public safety.

Vietnam’s UAV planning is therefore more than a technology initiative. If managed carefully, it could help open a new market for low-altitude services and give cities additional tools for smart urban management and the digital economy.
